Senasa simplifies cargo controls on ships and barges for grain exports

The National Service for Food Safety and Quality (Senasa) has implemented an update to the system for controlling the cargo capacity of ships and barges for the export of grains, their products and by-products, with the aim of simplifying and streamlining operational processes.

La Resolution 1278 / 2024, published today (23.10.2024) in the Official Gazette, excludes ships that load merchandise without health certification, thus optimizing supervision.

The official text applies to river ports, sea ports, waiting areas, docks and other suitable areas, establishing specific regulations for certifying entities and accredited verifiers.

major developments

The main new features include the reduction and elimination of repetitive controls, the adaptation of verification procedures in specific areas, and the improvement in the evaluation of the performance of certifying entities.

  1. In this regard, Senasa's supervisory procedures will be optimized, as they will now be based on a risk analysis to determine the inspection of vessels.
  2. Also The simplification of the procedure for obtaining the “Certificate of Aptitude for Wineries” is introduced, which will be valid at various terminals on the waterway or in the maritime area. 
  3. Furthermore, se extends the notification time for companies from 24 to 48 hours before inspections, and the evaluation period for certifying entities is extended to six months. Certain requirements for warehouse inspectors and mandatory supervision outside the risk matrix are also eliminated.
  4. Additionally, Supervision percentages are reduced of vessels, adjusting the minimum to 5% and the maximum to 10%, which significantly reduces previous controls that ranged between 20% and 30%.
  5. Finally, Mandatory registration of certifying entities is maintained in the Integrity and Transparency Registry for Companies and Entities (RITE) of the Anti-Corruption Office.

This update, which comes into force immediately, It is the result of a joint effort between the public and private sectors, within the framework of the deregulation and modernization process promoted by Senasa, as stipulated in the regulations.
