A project to advance the professionalization of customs agents is presented in Brazil

La National Federation of Customs Brokers (Feaduaneiros) presented this Thursday (05.10.2023) to representatives of the public sector a bill to advance the professionalization of the customs agent in Brazil, which would be in line with the international agreements of which the country is a signatory.

This is the Bill No. 4814/2019 whose Rapporteur is Deputy Evair Veira Melo, as detailed by the President of Feaduaneiros, José Carlos Raposo Barbosa, and its Vice President, Wellington Jesus Victoriano, in statements disseminated on social networks. 

Specifically, the text proposed by Feaduaneiros conceptualises the profession of customs agent; defines their responsibilities; requirements for exercising the profession; duties, rights and prohibitions.

According to the initiative, the latest regulations governing the matter have a lower hierarchical level than ordinary legislation, in particular, Decree-Law No. 2.742 of September 1, 1988, Decree No. 6.759 of February 5, 2009, and Normative Instruction No. 1.209 of November 7, 2001, published by the Federal Revenue Service of Brazil.

Congressmen and representatives of the public sector took part in the presentation of the bill, including: Rosana Valle (Federal Deputy for the State of São Paulo) and Jackson Aluir Corbari (Undersecretary of Customs Administration of the Federal Revenue of Brazil).

They all welcomed the legislative proposal and reaffirmed the importance of regulating under common law. Customs agents work to defend the public interest, to guarantee the proper legislation in financial, sanitary, phytosanitary, defense, environmental and civil society protection matters. 

Recognizes historical importance

With this initiative, Feaduaneiros recognizes the "historical importance" of the meeting, as well as the fact that it is managed in accordance with the standards indicated in international agreements, of which Brazil is a signatory.

All of the above mentioned thanks to the collaboration between the public and private sectors, who stated that they are aligned to collaborate effectively in the control, security and tax compliance of Brazilian foreign trade. (PL 4814 / 2019)
