30 days to go until the Third WCO Global Conference on Rules of Origin: progress and challenges ahead of a key event in Chile

The 30-day mark on the calendar indicates important issues regarding preparations, objectives and something equally important: understanding why this is a unique opportunity.

The National Customs Service of Chile announced that registrations to participate in the Third Global Conference on Origin of the WCO already total 300 experts from all over the world. In fact, the target The purpose of the meeting is to discuss the future of the Rules of Origin and their impact on foreign trade.

In view of this, the National Director of Customs, Alejandra Arriaza Loeb He said: “We are very excited about the results we will obtain, because the high interest in participating will undoubtedly be reflected in the dialogues generated during the two days, which will be very relevant to continue advancing in the consolidation and use of the rules of origin as one of the drivers of international trade.”

The occasion will feature an extensive list of participants headed by the Secretary General of the WCO, Kunio Mikuriya. Chilean Customs itself said that this will be the last international activity of the Japanese administration at the head of the highest international organization that groups together Customs from around the world and which he has led since 2009.

At the moment, it is said that the list of attendees At the continental level, it is made up of 60% representatives from the majority of countries in America, such as the United States, Canada, Mexico, the Dominican Republic, Uruguay, Guatemala, Ecuador, Brazil, Argentina and Peru. 19% will travel from Africa, from countries such as Ghana, Nigeria, Kenya, South Africa, Angola and Nigeria.

Meanwhile, 11% comes from Asia, mainly from India, Pakistan, Indonesia, China and Saudi Arabia. Finally, 10% correspond to representatives of Europe, who will arrive from Spain, Italy, the United Kingdom, Switzerland, Belgium and Hungary, among others.

More precisely, the participants who will arrive in Santiago, 33% correspond to customs of WCO member countries, 29% to private sector and 21% International organizations or intergovernmental.

What Topics What will attendees discuss? According to the National Customs Service statement, the meeting will include international discussion panels, exchange of experiences with experts and presentation of Chilean ventures, with topics such as Rules of origin: the African experience in the international context; Use of Free Trade Agreements; Digitalization accelerates paperless trade; the place of Rules of Origin in the Ecological Transition; and the future of rules of origin from a global perspective.

The National Customs Service has reflected on this matter, stating that it is a "unique opportunity to strengthen ties with Customs in the region and the rest of the world, addressing global trends in the matter and how access to the benefits granted by International Treaties can be facilitated to support economic development and trade."

Chile currently has 33 trade agreements in force with 65 economies. All of this meant that in 2022, 80% of imports in CIF value were covered by these agreements.
