The National Customs Directorate (DNA) and the National Service for Quality and Plant Health (Senave) signed this Thursday (24.03.2022/XNUMX/XNUMX) an agreement of “inter-institutional cooperation", within the framework of the Authorized Economic Operator (AEO) Program, which seeks to strengthen the processes of exporting national products abroad and importing cargo with final destination Paraguay.
According to the statement, the signed agreement will allow the application of benefits that promote trade facilitation for foreign trade operators who are certified as OEA by Paraguayan Customs, as long as they comply with the current requirements and regulations established by Senave for the procedures that must be carried out before this institution, for the merchandise that is subject to its control.
Thus, the document establishes the following: benefits that Senave will deliver to OEA companies:
- Priority approval, in the procedures of the Single Windows and in other platforms linked to foreign trade,
- designation of officials within Senave for personalized and priority attention to needs and/or queries,
- Priority in physical inspections of merchandise and means of transport in the primary zone,
- joint verification with other institutions in order to avoid duplication of controls and reduce the time spent on inspection,
- implementation of abbreviated procedures for registrations,
- Digital channel for consultation on procedures and requirements for procedures, streamlining any administrative procedure submitted by the AEO certified company.
For the implementation of this strengthening of inter-institutional work, the National Customs Directorate has the support of the Agricultural Systems and Technology to Facilitate Trade in Paraguay project (T-FAST, for its letters in English). In this regard, it has already signed agreements with two key institutions of foreign trade, namely: the Ministry of Industry and Commerce and the National Anti-Drug Secretariat - within the framework of the OAS - and is currently negotiating with the National Institute of Food and Nutrition, the National Directorate of Sanitary Surveillance and the National Service of Quality and Animal Health.
Currently, the Republic of Paraguay has 10 certified operators and 10 in the process of certification.
