The national government relaxes the control of leather exports, through the General Resolution 4454/2019 .
In the regulations published this Thursday (4.4.2019) in the Official Gazette, the Federal Administration of Public Revenues (AFIP) repeals General Resolution 3.523 which had provided, at the time that: "The export destinations of the merchandise included in Heading 41.01 of the Harmonized System of Designation and Coding of Merchandise, must be officially registered and controlled on a mandatory basis at the customs of Buenos Aires, Concordia, Córdoba or Ezeiza."
Heading 41.01 corresponds to “Raw hides and skins of bovine or equine animals (fresh, salted, dried, limed, pickled or otherwise preserved, but not tanned, parchment-dressed or further prepared), whether or not dehaired or split.”
The measure is based on the “Argentina Exporta” program which seeks to triple exports by 2030, with the premise of increasing competitiveness through the reduction of logistics costs.
It also points out that "the adoption of the Regulatory Framework for Securing and Facilitating Global Trade (SAFE) of the World Customs Organization (WCO), determines the review and redesign of current procedures, in order to optimize customs control and grant maximum fluidity to international trade operations."
The resolution, signed by the Federal Administrator, Leandro Cuccioli, comes into force as of April 5th 2019.
