The use of self-management in the issuance of DT-e for the movement of animals is growing

La electronic self-management initiative for the transfer of products for the transfer of animals, which is carried out through the integrated Animal Health management systems (SIGSA) of the National Service for Agri-Food Health and Quality (Senasa), grew 70% of the issuance of electronic transit documents (DT-e).

According to data from the entity, the total number of DT-e issued throughout the country for all species was 183.846, of which livestock producers issued 129.506 through self-management and 54.340 in person at the Agency's offices.

The transit document is an essential tool for knowing the traceability of the transported species. Self-management makes things easier for producers, since it allows them to carry out their movements from their home or workplace 24 hours a day, all year round, without having to go to the Senasa offices," explained Gustavo Comesaña, in charge of the Senasa Sanitary Execution and Management Control Directorate.

Those who wish to process their transactions for the first time need to have a tax code, a current or savings account (CBU) to pay the fees and an internet connection. “The system is registered online and is managed only once. Afterwards, the person is automatically authorized to make their transactions,” concluded Comesaña.

Sigsa also allows producers to manage livestock stocks by declaring births, deaths of animals and changes in category.

Tariffs waived for family farmers

For those producers registered in the National Sanitary Registry of Agricultural Producers (Renspa) of Senasa and accredited in the National Registry of Family Agriculture (Renaf) of the Ministry of Agriculture, Livestock and Fisheries of the Nation, the cost of certain Senasa procedures is automatically zero, among which is the management of the DT-e (annex II of Resolution 240/2019). 240/19).

"The tariff exemptions that Senasa grants to family agriculture are part of the policies implemented by the National State aimed at promoting the development and strengthening of this type of production and its areas of commercialization, complying with current health and safety standards," said Mariana Miró, from the Family Agriculture Coordination (CAF) of Senasa.

Facilities for managing movements

Regarding the transfer of animals, Comesaña indicated that “Due to the pandemic, we have taken a series of concrete measures that allow us to continue the chain of primary production, distribution and marketing of food.".

Thus, Senasa extended, from one year to 18 months, the sanitary authorizations for the transport of live animals without affecting their health or well-being (Resolution 581/2014 and DNSA Provision 108/2020). It also established a Sworn Declaration form for transporters that replaces the single certificate of washing and disinfection of vehicles for the transport of live animals, in the event that the authorized car wash in the town is not available (Resolution 313/2020).
