Through the decree 389 / 2019, the national Government arranged the creation of the Permanent Inter-Organic Committee under the jurisdiction of the Federal Administration of Public Revenues.
The measure, published in the Official Gazette this Monday (03.06.2019/XNUMX/XNUMX), establishes that «The Federal Public Revenue Administration (AFIP), an autonomous entity within the Ministry of Finance, through the General Directorate of Customs, will create a Permanent Inter-Organic Committee (CPI) within the framework of the “Authorized Economic Operator” (AEO) program. with the participation of the Secretariat of Foreign Trade and the Secretariat of Productive Simplification, both of the Ministry of Production and Labor, and private entities and/or other agencies of the National State involved in international trade that are convened for such purposes.«.
The purpose of this measure is to ""to promote procedures that reduce operating costs, facilitate foreign trade and integration with other countries, guaranteeing through them, the agile participation and effective control of the agencies involved in the customs clearance process of the goods involved in international trade operations and the adhesion of multiple operators".
The official text clarifies that the operating guidelines to which the CPI must adhere will be dictated by the AFIP.
The measure is part of the implementation of the Modernization Plan in Public Administration and the “Good Practices in Simplification” applicable to the National Public Sector, as well as the objectives and principles established by the World Customs Organization through the Regulatory Framework to Secure and Facilitate Global Trade (SAFE).
The decree is signed by President Mauricio Macri, Chief of Staff Marcos Peña and Ministers of Finance Nicolás Dujovne and Production and Labor Dante Sica.
