The General Directorate of Customs (DGA) created the Strategic Affairs Administration sector (ADE), as resolved in Provision 33-E/2023.
According to the rule, the head of the Strategic Affairs Administration sector will be the agent Octavio Camus.
Among its features will be the data reception provided by the subjects of Section I of the Customs Code, on the situations that prevent or restrict the flow of goods affected by the fulfillment of said objectives of public interest, and that define their nature or strategic function, while they go through the different operational phases of import and export, and will centrally store such data, for review, analysis and prompt institutional response implemented through concrete solutions to said problem, or the issuance of a general rule.
To this end, the person holding the ADE will establish the procedures that allow him to carry out his tasks, and will manage the appointment of a collaborative contact agent before each Customs Office and/or organic unit with customs jurisdiction, and must keep a documented record of the actions taken and have it available for possible audits.

This Provision responds to the guidelines of the World Customs Organization (WCO), which promotes cooperation between Customs-Companies (Pillar 2) and Customs-Other Organizations (Pillar 3), of SAFE Framework of Standards to secure and facilitate international trade.
