The National Government formalized the Decree 70 / 2023, which declares the Public emergency in economic, financial, fiscal, administrative, social security, tariff, health and social matters until December 31 of 2025.
The rule, published today (21.12.2023) in the Official Gazette, establishes the national regulatory reform in search of the Reconstruction of the Argentine Economy.
Amongst the Main changes are the following:
⦁ Repeal of the rental law
⦁ Repeal of the supply law
⦁ Repeal of the shelf law
⦁ Repeal of the national purchase law
⦁ Repeal of the Mecon price observatory
⦁ Repeal of the industrial promotion law
⦁ Repeal of the trade promotion law
⦁ Repeal of the regulations prohibiting the privatization of public companies
⦁ Repeal of the State company regime
⦁ Transformation of all state-owned companies into public limited companies for their subsequent privatization
⦁ Modernization of the labor regime, with modifications to the labor contract law and the Employment Law
⦁ Customs Code Reform: “Prohibiting Exports”
⦁ Repeal of the land law
⦁ Repeal of obligations of sugar mills
⦁ Liberalisation of the legal regime for the wine industry
⦁ Repeal of the national mining trade system and the mining information bank
⦁ Authorization for the transfer of all or part of the share package of Aerolíneas Argentinas
⦁ Implementation of the open skies policy
⦁ Modification of the civil and commercial code: freedom between the parties, obligations contracted in foreign currency must be settled in the agreed currency.
⦁ Modification of the regulatory framework for prepaid medicine and elimination of price restrictions
⦁ Incorporation of prepaid medical companies into the social security system
⦁ Restore electronic prescription
⦁ Modification to the pharmaceutical company regime: promoting competition.
⦁ Football clubs will be able to become public limited companies if they so wish.
⦁ Deregulation of satellite internet services
⦁ Deregulation of the tourism sector to eliminate agency monopolies.
These measures were announced by President Javier Gerardo Milei, who announced that the DNU will contain more than 300 provisions and deregulations, for which will call in "the next few days" to extraordinary sessions of the National Congress» in order to advance «the process of change».
