Colombia and the US begin a work plan for a customs agreement

Colombia and the United States began this week the Joint Work Plan, signed on July 19 in the American city of Anaheim, to seek the Mutual Recognition Agreement between customs that will add additional value to their Authorized Economic Operators (AEO).

According to the Administrative Unit of the National Tax and Customs Directorate (DIAN), the work plan will allow countries to advance in the technical evaluation to verify that the national OAS programs  are compatible with each other to ensure the security of their supply chains and facilitate legitimate trade. 

The commission of the Customs and Border Protection Office (CBP) of the United States Department of Homeland Security will be composed of Tomas Overacker, Executive Director, Cargo and Transportation Security of the CBP, Juan Gallardo, head of CTPAT Miami and Carlos Ochoa, Head of the Commercial and Communications Division of CTPAT. 

The Dian also reported the benefits that the potential agreement will bring to the reliable and secure economic operator, which can be summarized in the following points:

  • Increased economic efficiency and reduced time and costs associated with customs control thanks to preferential treatment. 
  • Reduce costs and delays by reducing inspections or priority inspections. 
  • Improve the prediction and accuracy of the movement of goods from one territory to another, improving competitiveness. 
  • Reduction in cargo theft, improving security for both parties. 

Currently, Colombia has 598 operators of foreign trade companies that have authorization as Authorized Economic Operators, occupying 3rd place in Latin America with the most AEO, after Mexico and Brazil. (DIAN Press Release)
