The Brazilian government has launched the new import process of the Single Portal of Foreign Trade (Siscomex). It is part of the changes implemented by the Secretariat of Foreign Trade and the Special Secretariat of Federal Revenue of Brazil (bodies of the Ministry of Economy), in order to gradually expand the scope of commercial operations.
The Ministry of Economy's statement indicates that the main novelty in this New Importation Process (NPI) is the permission for companies without certification in the Authorized Economic Operator (AEO) Program to carry out imports. Thus, the NPI allows for potential coverage of approximately 30% of the total value of Brazilian imports.
According to the text, the novelty also It facilitates the actions of operators who promote a large number of imports by enabling the registration, correction and consultation of the Single Import Declaration. (DUIMP), thanks to the integration between the importers' own systems and the government platform (WEB SERVICE).
In the case of customs areas, which house imported goods not yet internalized in the country, a mass data capture solution through the Application Programming Interface (API) will simplify compliance with obligations from the depositary with the Special Secretariat for Federal Revenues of Brazil.
Among the improvements of the NPI, it is also include optimizations in work processes of the government, enabling the creation of virtual and specialized server teams, with a more appropriate distribution of the workload and better use of available public resources.
Centralized payment
Regarding the Centralized Payment for Foreign Trade (PCCE) module, the new stage includes the Automatic release of excess tax credits collected, Derived from the rectification or cancellation of import declarations. The automation of the proof of payment of the tax on the circulation of goods and transport services (ICMS) and the corresponding confirmation of this payment also begins to operate, allowing the delivery of the cargo to the importer without the requirement of paper receipts.
Another advance is the Improving the tax classification system for goods (Classif). This helps private operators in the tax classification of exported or imported goods, to comply with the commitments of transparency and access to information provided for in the WTO Trade Facilitation Agreement.
Classif now allows users to consult administrative and technical requirements for importing certain goods into the country, through simplified and intuitive navigation. In addition, there is the possibility of an integrated display of the Explanatory Notes of the Harmonized System and government decisions on the tax classification of goods.
According to the Ministry of Economy, the New Import Process of the Single Foreign Trade Portal Program should be fully implemented by the end of 2022.
