-

Within the framework of the modernization of the maritime clearance process in Guatemala, the Superintendency of Tax Administration (SAT) reported this Monday (23.08.2021) that approved the start of the first phase related to the “Modernization of Ship Arrivals and Departures.”

This initiative led by SAT is carried out in coordination with auxiliaries of the customs public service, the private sector and competent authorities, with the support of the Global Alliance for Trade Facilitation and Logistics & Maritime Advisory Services of the Central American country.

According to the Superintendency, the first phase of the maritime clearance process It covers the transmission of information, legal reception of the medium and entry into the territory. The action seeks to implement a “Process management"to promote continuous improvement through a reengineering of methods and the development of an electronic platform, which will centralize inter-institutional management, allowing the "digital transformation" of management (documents, signatures and electronic files) and establishing interoperability between public and private users.

The initiative is part of the goals of the Comprehensive Customs Modernization of Guatemala (contained in the Institutional Strategic Plan 2021-2025) for the purposes of simplification, automation and transparency in the entry and exit of cargo in the clearance modes (air, sea and land). It also seeks to improve the current process through the incorporation of international best practices.

In this regard, The project is aligned with the Trade Facilitation Agreement and the National Action Plan for the Reduction of Dispatch Times, promoting measures to facilitate and control customs fraud and smuggling, with greater coordination between customs and the private sector and other government agencies, as established by the SAFE Regulatory Framework of the World Customs Organization.

This action to modernize port procedures for the arrival and departure of vessels in Guatemala was officially announced on May 14, 2021. (SAT Press Release)
