Uruguay: Customs extends new declaration plan to Paysandú and Fray Bentos

The General Directorate of Customs of Uruguay reported that it will extend the pilot plan to make the declaration of tourist and border traffic electronic at the Paysandú and Fray Bentos crossingsThe measure will come into effect on April 26. The declaration can be accessed through the Customs website.

The communication specifies that the pilot plan provides for the implementation of the “Declaration for both tourists and persons involved in border traffic” and remember that you will have “Mandatory character”, and the tourist or resident must register the requested data in the system prior to using the franchise.

It has also been established that “once the declaration has been made, the tourist or resident will present the merchandise to the National Customs Directorate for inspection. The Customs official will allow the merchandise to be admitted and will record the action in the Lucía system only in cases where such declaration is available.”

Resolution 11/2022 also states that "if the user did not enter the Declaration of Franchise for Tourists or Border Traffic, as the case may be, or having entered it, the merchandise does not comply with the requirements established in the regulations, the corresponding infraction procedure will be initiated."

 It is especially stressed that "with regard to the veracity of the data provided in the declaration, the provisions of article 239 of the Penal Code in the legal system of the Eastern Republic of Uruguay will be taken into account, which refers to: Ideological falsification by an individual. Anyone who, on the occasion of the granting or formalization of a public document, before a public official, makes a false statement about his or her identity or status, or any other factual circumstance, will be punished with three to twenty-four months in prison.

Finally, "failure to comply with this or its founding legal and/or regulatory regulations may give rise to the application of the corresponding administrative, tax, infraction, customs and/or criminal sanctions." (National Customs Directorate Press Release)
