The Secretariat for Central American Economic Integration (SIECA) reported that, Starting next August 24th, The electronic transmission of the Advance Declaration will be mandatory, in the DUCA-F- modality (together with the documents that support the operation) for the trade of goods originating between Guatemala and El Salvador that transit through the Border Post of Pedro de Alvarado and La HachaduraThis measure responds to the provision approved by Ministerial Resolution No. 104-2022.
“From the indicated date, the means of cargo transport that comply with the measure will be able to move more quickly from one territory to another to another by using the declaration in advance and attaching the documents that support it," the entity said.
Sieca indicated that the objective of the initiative is reduce dispatch times in customs operations between both countries. In addition, he stressed that it is an action that is carried out in compliance with the short-term priority measures of the Central American Trade Facilitation and Competitiveness Strategy with an emphasis on Coordinated Border Management.
“In order to comply with this measure, the Customs Services of the Republics of El Salvador and Guatemala developed the internal and computer-related regulatory aspects necessary to guarantee the implementation and enforceability of the Advance Declaration,” he explained. On the other hand, he pointed out that the gradual application of this measure in the other border posts shared by El Salvador and Guatemala will be agreed upon by the Customs Services of both countries and presented to the Ministerial Authority for consideration.
The Central American Single Declaration in its form DUCA-F supports the trade of goods originating in Central American countries.
This trade facilitation measure responds to the improvement and expansion of the customs union, which plays a central role in the regional economic recovery. Regarding this, Sieca stated that "the integration process of the three Central American countries seeks to increase investment, facilitate the transit of goods and reduce the delay times of trade operations at the borders."
The result of the integration process, which began between Guatemala and Honduras on June 26, 2017, is evident. According to official data, trade between the two countries generated around USD 2021 million in 425.6.
