The final implementation of the Grain Warehouse Control System was made official

The Government announced the final implementation of the Loading capacity control system for holds and tanks of ships and barges for the export of grains, their products and by-products.

The measure is contemplated in the Resolution 813 / 2019 published on Friday (12.07.2019) in the Official Gazette replacing article 1 of the Resolution 693 of October 19, 2017, which created the Registry of Accredited Warehouse Inspectors, who are tasked with inspecting ship facilities to enable the corresponding loading under the supervision of Senasa.

This is because when the purchasing country does not require official intervention for the inspection of warehouses or tanks, the verification of cargo suitability can be carried out through certifying companies authorized by Senasa (previously the monopoly of this control was in the hands of Senasa agents).

The companies that provide the service are registered in the Registry of Controllers and Certifiers of Grains and By-Products managed by Senasa.

The regulations explain that since the implementation of the new system, “no official rejections of shipments abroad have been received due to problems in warehouses/tanks that have compromised the condition and quality of the grains, products and by-products exported.” And that the “system has guaranteed compliance with the minimum essential requirements for the reception of grains, their products and by-products in warehouses and tanks.”

It also indicates that "the operators and users of the implemented system have stated that it has provided a notable improvement in the operating environment, increasing transparency and integrity and improving international grain trade, supporting the establishment of the system as a regular process.
