Who is Marilú Llerena Aybar, the new Regional Vice President of the WCO for the Americas and the Caribbean?

Marilú Llerena Aybar, 47 years old and with two children, recently assumed the Regional Vice Presidency of the World Customs Organization (WCO) for the Americas and the Caribbean, thus becoming the first Peruvian to hold the position.

The new Vice President is an accountant with extensive experience - more than 20 years - in the National Superintendence of Customs and Tax Administration (SUNAT).

Llerena Aybar graduated from the National University of San Agustín – Arequipa (Peru). She holds a Master’s degree in Taxation and Fiscal Policy from the University of Lima (Peru), and an MBA in International Trade from the University of Lleida (Spain). In addition, she completed studies and specializations in Foreign Trade and Customs, as well as in International Taxation at the Inter-American Center of Tax Administrations (CIAT).

She also held key management positions such as Head of the Customs Intelligence Division, Director of Risk Management and Customs Control at the Callao Maritime Customs Office, and Superintendent of Air and Postal Customs.

Since May 2020, she has held the position of Deputy National Superintendent of Customs: the first female Customs officer to hold the position.

Llerena Aybar participated in the 69th World Customs Organization Fellowship Programme held in Brussels (Belgium) and South Korea. She is now a member of the WCO Customs Network for Gender Equality and Diversity.

Under his leadership, the SUNAT Central Laboratory received the "regional" rating from the WCO, the first to receive this distinction in South America, because it uses best practices, cutting-edge technology and merchandise analysis techniques to combat customs fraud.

The implementation of several digital services, such as export, import and express delivery platforms, was also completed, which were recognized and won in the prestigious “Good Practices in Public Management” competition, 2021 edition. Thus, SUNAT won the “Business Creativity” award 2021, a competition in which public and private entities participate, for the CADENA initiative: Blockchain for Mutual Recognition Agreements.

Llerena Aybar's challenge will now be to lead the representation of the WCO in the Americas and the Caribbean after the pandemic crisis. To this end, the new Vice President assured that her main proposal is: “To be at the service of strengthening the role of Customs in economic recovery and global security, WORKING TOGETHER FOR A DIGITAL, COMPETITIVE, INTEGRATED AND INCLUSIVE REGION.”
