OMA publishes global standards on E-commerce

The World Customs Organization (WCO) has published the Regulatory Framework on Electronic Commerce approved at the end of June 2018 by the Council, the highest decision-making body of the Organization, together with a Resolution aimed at ensuring its implementation in a harmonized and effective manner.

That Regulatory framework sets basic global standards for e-commerce, the official report says.

Objective

Contains 15 concise rules that aim to provide practical, fair and innovative solutions for customs administrations and stakeholders.

The essence of the Framework lies in the exchange of electronic data anticipated for effective risk management and greater facilitation of business-to-consumer e-commerce (B2C) and from consumers to consumers (C2C), as well as the adoption of simplified procedures with respect to settlement, collection and performance, among other things, in close collaboration with stakeholders in electronic commerce.

The use of non-intrusive inspection (NII) equipment, data analytics and other cutting-edge technologies is also encouraged to ensure safe and sustainable e-commerce.

Recipients

On the other hand, the Framework is intended for the Customs administrations who wish to develop legislative and operational frameworks already those seeking to improve their existing standards in order to effectively meet the requirements of new and developing business models.

The WCO expects customs to implement these rules closely. cooperation with other relevant government agencies and e-commerce stakeholders, in accordance with their national priorities, capacity, human and financial resources, and internal procedures.

The global organization is also willing to support the implementation of the Framework of Standards and associated tools through training.
