Argentina implements the COD with Uruguay

The Argentine Government has officially implemented a digital certificate of origin (COD) with the same legal validity as paper for commercial operations with Uruguay.

The measure was announced through the General Resolution 4224/2018 published this Monday (9.4.2018) in the Official Gazette.

According to the norm, Exporters of merchandise destined for Uruguay and importers who import merchandise originating in that country within the framework of Economic Complementation Agreements (ACE) No. 18 and No. 57, whose operations are registered as of this Monday, April 9, 2018, may use the Digital Certificate of Origin (COD) or the certificate of origin in paper format.

To present the COD, the customs service assistant must access the “SETI Digital Certificate of Origin” service, available on the website of this Federal Administration (http://www.afip.gob.ar), using the Tax Code enabled with security level 3, as a minimum, obtained according to the procedure established by General Resolution No. 3.713 and its modifications.

The  Operators who choose to use the digital certificate must observe the procedural guidelines contained in the “External User Manual” which is available on the “Digital Certificate of Origin (COD)” microsite of the AFIP website,

The standard clarifies that the certificate in paper format may be used even when a COD has been presented, provided that the certification modality mentioned above is indicated when registering the import destination.

In addition, the resolution states that in order to request the release of a guarantee due to the lack of a certificate of origin, the foreign trade operator must present the certificate in paper format only, until the computerized procedure for the release of guarantees through the presentation of the COD is operational, which will be communicated on the microsite “Digital Certificate of Origin” of the AFIP website.
