New Chinese customs practice boosts B2B e-commerce exports

Two months after 10 Chinese customs began a mode of Experimental supervision to boost B2B e-commerce export, the General Administration of Customs of China added 01.09.2020 more customs offices to the pilot program on Tuesday (12).

B2B e-commerce export refers to the direct export of goods from domestic enterprises to overseas enterprises through cross-border logistics based on mutual agreements through a cross-border e-commerce platform., or the export of goods from a domestic company to its foreign warehouse, from which the goods will be delivered to foreign buyers based on their agreements through a cross-border e-commerce platform.

Compared with traditional export, B2B e-commerce exporters, Starting Tuesday, will receive support in various forms, including single registration, simplified declarations, expedited clearance at lower costs, as well as pre-inspection and customs transit at the 12 new customs offices added across the country, including Chongqing, Chengdu, Changsha and Shanghai.

Between July 1 and August 30, the 10 pilot customs offices had inspected and cleared a total of 6,32 million batches of exported goods under the pilot program.

«Customs clearance time is shorter with the new mode, which helps to avoid late returns "caused by unstable international transportation," said Li Ou, general manager of a logistics company in Chengdu, which is about to send a batch of goods to the United States via cross-border e-commerce B2B export.

The pilot program will provide cross-border e-commerce B2B export enterprises in Chengdu, especially micro, small and medium-sized ones, with more convenient channels, and help “made in Chengdu” products enter global industrial and supply chains, according to the municipal bureau of commerce.

Also on Tuesday, 45 tons of clothing, shoes, daily necessities and electronic accessories worth more than 2,5 million yuan (about 366,750 U.S. dollars) were declared to Changsha Customs in central China's Hunan Province via the new mode and are being exported to the United States, Germany, Kazakhstan and other countries.

In Shanghai, local customs, taking into account the actual circumstances of small businesses, has introduced paperless clearance processes for certain goods when a single shipment is worth less than 5.000 yuan.

Customs statistics showed that the value of online imports and exports by cross-border e-commerce companies reached 604.400 billion yuan in the first half of 2020, an increase of 6,7 percent year on year.

Zhuang Rui, vice dean of the Institute of International Economics at the University of International Business and Economics, said that The number of customs agencies in the pilot program has more than doubled in just two months, which shows that the program is effective and useful for companies.

"It also reflects China's accelerated pace of opening up and the growing global demand for Chinese products. The expansion of the pilot program is a win-win move," Zhuang said.
