In an effort to improve service to taxpayers, the Federal Public Revenue Administration (AFIP) launched the new access profile for "Private Users of the Customs Service» (UPSA).
This initiative, implemented through the General Resolution 5593/2024 Published in the Official Gazette this Monday (28.10.2024), it is aimed at facilitating electronic management and simplifying procedures, as well as promoting voluntary compliance with customs obligations and optimizing control.
According to AFIP, the UPSA profile is aimed at people who, without being registered in the “Special Customs Registers”, must carry out procedures before the General Directorate of Customs. membership is voluntary and is accessed through the “Customs Procedures Computer System” (SITA) and “Customs Electronic Communication and Notification System” (SICNEA) systems, using the Tax Code with security level 3 or higher.
Upon entering, the user is automatically registered in SICNEA and SITA, enabling the following operations: managements in electronic format:
- Electronic presentations: Users will be able to communicate, send documents and make digital presentations to authorized customs offices.
- Receive notifications: Responses and notifications regarding customs procedures and operations will be received through SICNEA, in accordance with current regulations.
- Authorization management: It will be possible to grant, accept and revoke authorizations for third parties to carry out procedures on behalf of the user.
- Payment of taxes: make payment of customs duties through electronic systems.
This measure, which will be implemented immediately, is part of the Agency's efforts to modernize customs processes.
