The National Executive Branch expanded amounts and quotas for imports in the Postal Shipping Regime through the decree 221 / 2019.
Thus, in accordance with good practices in terms of simplification, the measure, published in the Official Gazette this Friday (22.3.2019), provides for changes in one of the import regimes most used by citizens when purchasing goods from abroad through electronic sales.
Below is an explanatory summary:
Before the change
Shipping up to a value of US$ 25 is exempt from taxes "import duties". If applicable, “retributive rates” would be charged. The quota for use of this regime is once per year.

Shipping up to US$ 50 will be exempt from import duty.
Can fees be charged even if the shipment is up to US$ 50?
Yes, fees would be charged where applicable.
How many shipments can be made per year?
Shipments can be made 12 times per year per person.
When are "import duties" applied?
Taxes are applied if the shipment exceeds the value (US$ 50) or the quota (12 times a year). The surplus will be subject to payment of the corresponding taxes..
Can certificates or the intervention of other bodies be requested before the goods are delivered?
Certificates from other agencies may be required depending on the type of merchandise. Example: medicines.
Can it be sent abroad for family assistance or personal gifts?
Yes, when exporting postal shipments intended for family assistance or personal gifts, consisting of, among others, used clothing or promotional products with or without use, the merchandise will be verified by the customs service, which will determine whether said merchandise is covered by this regime.
How many times can this type of aid or gifts be sent?
Shipments may only be made once per month and per person, provided that the value of each shipment does not exceed the equivalent of five thousand dollars (US$ 5.000).
When will these new values and quotas be available?
As of April 1, 2019.
What happens to shipments that are currently being picked up?
Postal shipments pending delivery that do not exceed the new value of US$ 50 and are not for commercial purposes will be released door-to-door, subject to customs control, starting this Friday; without waiting until April 1, the date on which the new values and quotas come into effect.
