The Federative Republic of Brazil chaired the CCXV Ordinary Meeting of the MERCOSUR Trade Commission (CCM), held on Tuesday 11 and Wednesday 2 November at the headquarters of the MERCOSUR Secretariat, in Montevideo (Uruguay).
According to the statement released by the bloc, one of the highlighted topics was the progress in the areas of integrated controlThis issue had been previously addressed on October 24th in a joint meeting of the CCM national coordinators with the coordinators of Working Subgroups No. 5 (Transport), No. 14 (Border Integration), No. 18 (Productive Integration) and of Technical Committee No. 2 (Customs Affairs and Trade Facilitation), responsible for coordinating measures relating to the harmonization of procedures and cooperation between the customs of the States Parties.
The Commission also examined the measures affecting intra-zone trade and the scope of GMC Resolution No. 49/19, relating to specific actions in the tariff field in supply cases, in line with the bloc's efforts to strengthen predictability and regional productive integration.
The session was chaired by Filipe Abbott Galvão Sobreira Lopes, Brazil's coordinator to the CCM, and included the participation of delegations from Argentina, Bolivia, Paraguay and Uruguay.
The MERCOSUR Trade Commission (CCM) is one of the bloc's three decision-making bodies and its main responsibility is to ensure the application of the common trade policy instruments agreed by the Member States, with the aim of guaranteeing the proper functioning of the customs union.
According to Article 10 of the Ouro Preto Protocol, the CCM “must meet at least once a month and whenever requested by the Common Market Group (GMC) or any of the States Parties.”
The decisions adopted by the Commission, as well as those of all MERCOSUR bodies, “must be made by consensus of all member countries and with the presence of all of them”, in accordance with the provisions of Article 37 of the same Protocol.
The meeting took place under the Pro Tempore Presidency of Brazil, which has led the bloc since July 3, 2025.
