Through General Resolution 5668/2025, the General Directorate of Customs (DGA) formally incorporated the permit holders of fiscal warehouses and maritime cargo terminals into the Authorized Economic Operator Program (AEO), exclusively in the category OAS-Security.
The measure seeks to strengthen the security of the international logistics chain, in line with the guidelines of the World Customs Organization (WCO) SAFE Framework, and is part of the implementation of the AEO program initiated in 2021 through General Resolution 5107.
Benefits and requirements
Adherence to the program is voluntary and free. Operators certified as OEA-Security have access to benefits on the table:
- Priority attention in customs procedures.
- Technical assistance in video surveillance systems and stock management.
- Direct contact with the Single Customs Monitoring Center (CUMA).
In turn, they must comply with the requirements established in the Annexes I and II of RG 5107, among them:
- Submit a sworn statement stating that you are not involved in crimes such as terrorism, drug trafficking, or arms trafficking.
- Ensure customs agents have access to your facilities to carry out inspections.
- Train your staff in security policies.
- Have a computerized and integrated stock management system.
The regulation also stipulates that customs brokers, customs transport agents, and carriers must have digital systems that allow them to manage supporting documentation and identify clients and business partners, under secure conditions that ensure data integrity.
Enrollment in the program also requires a favorable customs risk profile, as assessed by the Subdirectorate General of Customs Control.
The measure reaffirms Customs' commitment to implementing the WCO SAFE Framework and consolidates the development of the National AEO Program in Argentina.
