Experts dictated the «National Workshop on the Study for the Measurement of the Time of Dispatch of Goods (TRS, for its acronym in English)» for the Peruvian Customs Administration (SUNAT), the organizers reported this Friday (25.11.2022/XNUMX/XNUMX).
This is a training, carried out by November 14 to 18 past, within the framework of the global trade facilitation programme of the WCO and the Swiss State Secretariat for Economic Affairs (SECO).
The workshop in Peru sought to transmit knowledge of the WCO methodological tool to measure the time of release of goods, which has among its objectives, to increase the economic competitiveness of the country.
During the activity, the WCO Clearance Time Guide was presented. In parallel, participants created three import processes for all types of transport, as well as a specific action plan, with several actions to be implemented in 2023.
Practical training was also provided to SUNAT Customs officials on how to use the WCO tool, including constructing survey forms, uploading samples, and generating statistical data on the time elapsed between receipt of goods and their physical release. The following were also highlighted: best practices and international approaches to address potential bottlenecks and trade facilitation activities that would help minimize time and cost in trade operations. This means greater competitiveness.
In this sense, it is worth highlighting that this activity is closely related to the World Trade Organization Trade Facilitation Agreement (WTO), which in its Article 7.6 encourages the calculation and publication of the average time required for the processing of goods, using this WCO tool, among others.
