Export duties on leather eliminated: a regulation in place since 1992 repealed

By Resolution 727 / 2025, the Government repealed with immediate effect Resolution 537/1992 of the then Ministry of Economy and Public Works and Services, which "established export duties for some leather tariff items" and "a formula for calculating the taxable base per piece of leather for the application of said duties."

The measure accompanies the provisions of Decree 70/2023, which eliminated economic restrictions on foreign trade "in order to provide legal certainty to those who invest in the country", and Decree 38/2025, which established "zero percent (0%) the rate of the Export Duty (ED) to tariff items (…) corresponding to bovine hides".

According to the regulation, "it is necessary to strengthen this export drive, boosted by the measures adopted by the National Government regarding simplification, debureaucratization, reduction of procedures, trade facilitation, elimination of distorting taxes, opening of new markets, and greater international positioning."

Furthermore, it is noted that the repealed regulation "is contrary to the objectives set by the National Government and is abstract in its implementation, given the elimination of export duties on bovine hides."

The sector's exports amount to "approximately four hundred million US dollars (USD 400.000.000) annually", and the official objective is "increase their sales and position them in the international market.”

Therefore, it was deemed necessary to "establish equal conditions for the production and export of leather with respect to other agro-industrial products, seeking to improve competitiveness and fostering greater internationalization (...) with the aim of eliminating trade restrictions and deregulating those productive activities that still face limitations on their expansion and development."

The resolution was published this Monday (02.06.2025) in the Official Gazette and governs from its dictation, according to the official text.
