The national Government made official the creation of the Green Productive Development Plan, through the Resolution 352/2021.
The measure of the Ministry of Productive Development, published this Tuesday (13.07.2021/XNUMX/XNUMX) in the Official Gazette, incorporates the concept of circular economy to break the link between the extraction of natural resources and economic growth. Along these lines, the text indicates that the purpose of “Promote the active incorporation of the environmental dimension, especially in the expansion of the productive matrix, job creation, territorial integration, productivity improvement and export development.".
To this end, the initiative will promote productivity and competitiveness, as well as product differentiation through linnovation, eco-design and the green economy to improve access to dynamic markets. In addition, it will promote circular production processes, the gradual reduction and replacement of virgin raw materials and the reuse of unused materials. On the other hand, it will promote the use of renewable energies and the production of national equipment for their use, as well as the reduction of energy consumption as a competitiveness improvement strategy.
In this line, it will promote the Strengthening micro, small and medium-sized enterprises with the aim of reducing the vulnerability of production systems and regional economies to climate change.
The regulations indicate that the The Ministry's Cabinet of Advisors will coordinate the Plan, “with the purpose of compiling the information available in the various areas that make up the jurisdiction and systematizing the progress and impacts on the productive structure with quarterly reports.”
The official text states that “the introduction of circular economy processes, the use of renewable energy sources, energy efficiency, traceability and certification of production processes, and governance over natural resources will be key to boosting competitiveness and ensuring access to the most dynamic and demanding markets.”
Furthermore, it indicates that “eco-innovation constitutes a mechanism for generating business through the widespread use of technology and digitalization, design and increased productivity based on efficient use of energy and resources, promoting product diversification, reduction of environmental impacts and adaptation to and mitigation of climate change.”
For this reason, the regulations consider it necessary to “reach a Green Agreement that articulates the work of the State, the private sector and civil society, turning the environmental crisis into an opportunity to promote the growth of new productive sectors based on the green economy, contributing to structural change in the Argentine economy.”
Consequently, he stressed that "it is appropriate to create a Plan with the objective of making available the instruments that the Ministry has to provide technical assistance and financial support to companies, entrepreneurs and public institutions that develop productive and technological activities within the Argentine territory, which have as their purpose contribute to eco-innovation, the circular economy and national sustainable development".
The provisions of this Resolution shall enter into force immediately.
