By reducing tariffs and establishing an annual import quota, The government is seeking to facilitate access to more sustainable vehicles and reduce costs for consumers. 

This could encourage local companies to invest in the manufacture of more sustainable and competitive vehicles, but it is true that will create challenges for local businesses, as they may have difficulty competing with cheaper imported products.

Impact on the automotive industry and employment

  1. Increased Competition: Reduction of tariffs could increase competition for the local automotive industry, since imported vehicles would be cheaper for consumers.
  1. Investments and Modernization: To remain competitive, local companies may need to invest in modernizing their plants and in producing electric and hybrid vehicles. This could lead to a restructuring of the sector, creation of new jobs and strengthening the industry in the medium and long term. 

However, this measure It also presents an opportunity to promote innovation in the automotive sector, that the industry adapts and evolves towards more sustainable and competitive technologies, as it would contribute, taken as a long-term strategy, to reduce greenhouse gas emissions, supporting the development of a greener automotive industry in Argentina, in short, more innovative and environmentally friendly. 

  1. Infrastructure Development: The implementation of the decree could stimulate the development of infrastructure necessary for electric vehicles, such as charging stations, which would benefit both the automotive industry and consumers, supporting the transition towards more sustainable mobility. 

Local companies are expected to take advantage of this specific economic situation, since we are faced with the combination of circumstances, factors and specific economic situation that are present at this specific time, to invest in the production of electric and hybrid vehicles, which could generate new jobs and strengthen the industry in the medium and long term.

Success will depend on how they manage this transition to maximize the benefits and minimize the potential negative effects.

Which “car brands” could benefit?

Brands that already have a strong presence in the electric and hybrid vehicle market, such as Tesla, Hyundai, Toyota and BMW, which They already have popular and well-established models in the global market, they could compete effectively and take advantage of this opportunity to increase their sales in Argentina due to the reduction of tariffs and the elimination of taxes.

I could also encourage these manufacturers to invest more in the Argentine market, which could translate into a greater availability of electric and hybrid vehicles and at better prices for consumers.

Impact on Foreign Trade

  1. Increase in Imports: The reduction of Extra-zone Import Duty (DIE) at 0% for electric and hybrid vehicles could significantly increase imports of these vehicles. 

Esto could generate a deficit in the balance of payments, since more capital goods would be imported.

However, the measure establishes a quota of 50.000 vehicles per year., for five years, for the importation of these vehicles, seeking to control the impact on the local market.

  1. Reduction in Exports:If the local automotive industry fails to quickly adapt to the production of electric and hybrid vehicles, there could be a reduction in exports of traditional vehicles, negatively affecting the balance of payments.

Back to the Future!

After 34 years we have a kind of Deja vu in foreign trade matters, for which it is interesting analyze the similarities and differences between the current measures and those taken by the Carlos Menem government in the 90s,  both liberal governments.

Measures of the Government of Carlos Menem

During the presidency of Carlos Menem (1989-1999), several measures were implemented policies of economic opening and deregulation that included the liberalization of imports

Among these measures, the Direct import of vehicles by individuals, with certain quotas and conditions.

Characteristics of Menem's Measures

1. Import Liberalization: Direct importation of vehicles by individuals was permitted, facilitating access to imported vehicles.

2. Quotas and Conditions: Annual quotas were established for the importation of vehicles, similar to what is being done now with Decree 49/2025.

3. Impact on Local Industry: These measures generated strong competition for the local automotive industry, which had to adapt to a more open and competitive market.

Similarities

1. Annual Quotas: Both measures establish annual quotas for vehicle imports, which seek to control the impact on the local market.

2. Tariff Reduction: Both during the Menem administration and the current one, tariff reductions were implemented to facilitate the importation of vehicles.

Differences

  1. Focus on Sustainability: Decree 49/2025 focuses on the import of electric and hybrid vehicles, promoting sustainability and the reduction of greenhouse gas emissions. 

In contrast, Menem's measures did not have a specific focus on sustainability.

  1. Economic Conditions: Economic conditions and the global context have changed significantly since the 90s. 

Today's automotive industry faces different challenges and opportunities than those of that time, finding itself in transition to electromobility.

  1. Infrastructure and Technology: Infrastructure and technology for electric and hybrid vehicles are in development, which represents an additional challenge for the implementation of these measures.

Potential Impact

Menem's measures generated strong competition for the local automotive industry, which led to a restructuring and modernization of the sector. Decree 49/2025 may have a similar impact, encouraging local industry to adapt and evolve towards more sustainable technologies.

However, it is important that the government works to promote policies that encourage local production of vehicles with alternative engines.

Conclusion

Although there are similarities between the current measures and those implemented during the Menem government, the context and objectives are different. 

The focus on sustainability and technological innovation in Decree 49/2025 presents challenges for foreign trade and represents an opportunity for the Argentine automotive industry to modernize, develop sustainability-based technologies and adapt to global market demands.

The key will be how this transition is managed and how local businesses are supported to adapt to the new changes.
