The Council of the Judiciary was created at the request of the political agreement and subsequent reform of the National Constitution. The intention was to remove the direct intervention of partisan politics in the appointment and removal of judges, although it has been publicly stated that such intervention could not be controlled as intended with its creation.
Among other issues that have undermined this objective, the wording of the constitutional norm in question has also contributed to this, since it provides (article 114 CN) that its composition must take into account a balance between the representatives of the political bodies resulting from popular election (i.e. political parties). This has been habitually used as a tool for negotiating political interests, distorting its true purpose.

It is worth highlighting the mission that he fulfilled. Also, the actions carried out in the international arena regarding the Brasilia Rule and the Workshops of the Ibero-American Judicial Summit and the incorporation of the CMN into PACcTO, a program against organized crime of the European Union.
With what has been briefly stated, it is clear that Dr. Miguel Piedecasas, in his capacity as President of the Council of the Judiciary, has led an important process of renewal, giving the Council itself valid reasons, as well as prestige. Let us hope that this relevant management of the outgoing president has the continuity it deserves, safeguarding his words: «This is a virtuous body of the National Constitution, we must take advantage of it, deepen its legitimacy and carry out the responses for the Justice system that society demands of us.«.
