Chile: Announced advances in interoperability and digital connection for the export sector

Chilean Finance Minister Felipe Larraín announced on Thursday (2.8.2018) an important advance for foreign trade operations, the result of joint work led by the Finance Ministry.

This joint work will allow interoperability between SICEX (Integrated Foreign Trade System), SILOGPORT (Valparaíso Logistics and Port System), Directemar and the National Service of Customs.

Digital interconnection will deliver benefits that will help improve the competitiveness and productivity of exports Chilean, explained the head of the Treasury in an activity held at the Port Company of Valparaíso (EPV), according to the Treasury statement.
It is estimated that with the measure, on average, will shorten by 10 days the documentary cycle of an export, which, in turn, means that the recovery of VAT can also be requested on average 10 days earlier.
The Minister stressed that the facilitation of operation In exports, this will help improve the cash flow of companies and alleviate financing needs, especially for SMEs.
Among other benefits, the interconnection between the different actors The export cycle will eliminate the need for the paper BL (Bill of Lading) for the legalization of the Single Exit Document (DUS).
In addition, it will improve the cargo traceability, reinforcing the capacity to react and reschedule in case the cargo has not been shipped, reducing the time and associated costs.
As an example, it was suggested that without this digital integration, it was known on average 7 days after the ship's departure date whether a container had not been loaded. Now, it can be known practically immediately.

In addition, the head of the Treasury pointed out that this interoperability effort, which begins in Valparaíso, will extend to the different regions of the country and to the air and land ports.

Complementary measures

The Minister of Finance announced additional measures that will generate more than US$ 140 million in savings for the foreign trade chain and reduce delivery times by more than 30%the document flow.

These measures include:

• In Pacific alliance The exchange of phytosanitary and origin certificates was launched electronically through SICEX. This allows reducing a process that could take an average of 4 days to a few minutes.

• The prompt incorporation of electronic certificates from the National Fisheries Service for export to the markets of China, European Union, Russia and BrazilPlus United States and JapanIn this case, the response time is reduced from 3 days to 10 hours.
• The integration of the new mining export system of the Chilean Copper Commission in SICEX, which reduces the authorization of the Value Variation Index from 15 to 3 days.

• The coordination of an organic and institutionalized work between SICEX and the Ministry of Transport, with the purpose of coordinating efforts for the integration of port systems with SICEX.

At the end of the activity, Minister Larraín highlighted the work carried out by the Port of Valparaíso and the Empresa Portuaria Valparaíso (EPV) in this project to facilitate foreign trade.
