The universe of importers woke up this Monday (31.07.2023/XNUMX/XNUMX) with new difficulties in being able to carry out interventions through the Single Foreign Trade Current Account (CCUCE) of the Federal Public Revenue Administration.

The application reportedly stopped working last Friday at noon; this inactivity, which was presumed to be a temporary systemic problem, became evident continuously after the weekend.

What are its effects?

⦁ Banking entities cannot validate exchange transactions for imports of goods and services established in communication 7622 of the Central Bank dated October 17, 2022.
⦁ The financial center is outside the operating channel.
⦁ The quotes for operations without validation were seen with their net global position of foreign currency exceeded, with problems before the Central Bank.
⦁ Committed breaches.

What is CCUSE

The single foreign trade current account is a system for consulting and recording foreign exchange transactions in which entities authorized to operate in the Free Exchange Market by the Central Bank of the Argentine Republic must consult and record the total amount in pesos of certain foreign exchange transactions.

The regime covers sales of foreign currency made by exchange entities so that the payers of the same can cancel transactions that had been previously recorded by means of:

⦁ SIRA/SIMI in OUTPUT status
⦁ SIRASE in APPROVED status
⦁ Officialized import clearances
⦁ Free trade zone (ZFI) entry destinations
⦁ Foreign exchange entities

Foreign exchange entities must register and consult exchange transactions using the service with the tax code “Single foreign trade current account - Entities”. This service allows you to create, cancel or consult a request.

Only entities authorized to operate in the Free Exchange Market by the Central Bank of the Argentine Republic will be able to access the service. They must have a tax code with security level 3 and a valid active CUIT.

Current situation

The lack of authorization of the single account system has a direct impact on the practical paralysis of foreign trade in Argentina, with the effects of a bank holiday.

The sensitive situation has caused great concern among banking institutions and international trade operators, who expect a prompt response and solution from the authorities to the claims made.
