Brazil's federal revenue service agency, commonly known as Receita Federal, released on Wednesday (15.02.2023/2022/XNUMX) the Customs balance sheet for XNUMX. Among the achievements are actions to simplify and facilitate trade, as well as operations to combat the irregular importation of goods.
The information is organized according to the Main customs issues: import and export, international shipments, control of goods and travelers, Authorized Economic Operator Program (AEO), Risk management, surveillance and repression.
According to the Federal Revenue, from January to December 2022, 4.498.323 declarations of foreign trade operations, of which 2.585.378 were import dispatches and 2.100.885 unique export declarations. The comparison with the same period in 2021 shows an increase of 3,36% in the number of import operations and 5,38% in the number of export operations.
Additionally, the year 2022 was marked by the implementation of a qualification exam for customs brokers and by important improvements in customs control. In the import process, for example, the Amendment to Regulatory Instruction No. 680 of 2006, simplified ordering with split delivery, advance ordering and direct unloading of bulk goods.
Also important was the publication of the Coana Ordinance No. 75, of 2022, which standardized nationwide the requirements and procedures for carrying out physical verification by means of cameras in import, export and customs transit offices. Remote physical verification allows procedures to be carried out by specialized regional teams, reducing the transfer time of employees to customs areas. The procedure allows the inspection of other border agents to be carried out in conjunction with the Federal Revenue Service, reducing the number of cargo movements in the customs area or enclosure and the resulting costs for the importer or exporter, in addition to aiming to expedite the release of cargo.
With regards to Single Foreign Trade Portal, the scope of the Single Import Declaration was expanded (Duimp), acquiring the potential to exceed the 40% mark of total import operations. Among the main changes, it is worth highlighting the possibility of carrying out imports subject to physical inspection by the consenting bodies, automatic payment of invoices from the Management and Coordination System (ICMS) through the Centralized Payment for Foreign Trade (PCCE) and the Duimp single channel, which provides transparency to State interventions and promotes the coordinated action of public border agents.
In addition to these improvements, a new facility was opened new paradigm applicable to enclosures through the application programming interface (API), which seeks to simplify the provision of information and reports, eliminate the need for annual and mandatory audits of systems by expert companies, and simplify and update the infrastructure and equipment necessary for control. In addition, this innovation supports the new cargo and transit controls of the Federal Revenue Service and strengthens the work processes of risk management and surveillance, as well as control, providing greater security and agility in the processing of exports and imports and reducing operating costs for private parties.
As to OAS Program, new and important benefits were incorporated. The year was marked by the signing of important Mutual Recognition Agreements (bilateral or multilateral agreements concluded between customs, which reciprocally undertake to offer comparable benefits to certified operators): the Regional MRA, which involves the customs administrations of the Americas and the Caribbean, and the ARM with the USA, Brazil's second-largest trading partner.
Additionally, more than 3.800 operations were carried out for combat smuggling, embezzlement and the irregular importation of goods. The operations are aimed at stopping unfair competition with the national industry and with regular importers, tax evasion and the entry into the country of products that do not comply with the various standards for safe use and consumption by society. In this way, the Federal Revenue Service promotes the maintenance of formal jobs, the protection of society and a better business environment in Brazil.
Over the past year, the drug seizures amounted to 36 tons, the vast majority being cocaine and marijuana (98,8% of the total weight seized). More than R$ 3.100 billion worth of seized goods, 27% of which was represented by contraband cigarettes (162 million packets of cigarettes).
