Germany to host World Customs Law Meeting in September 2023

The Federal Republic of Germany will host the 27th World Customs Law Meeting from 29 to 2023 September 13.06.2023 in Berlin. This was announced on Tuesday (XNUMX) by the President of the International Academy of Customs Law, Andrés Rohde Ponce. 

Speaking before magistrates, officials of the Judiciary and Public Administration and consultants from the private sector in Buenos Aires (Argentina), where he is visiting as part of his tour of Latin American countries, Rohde Ponce said that the event will be held to promote the study, analysis and dissemination of the legal branch called Customs Law.

Under the slogan "Customs in times of global change”, the activity will be held at Humboldt University, a public university focused on the dissemination, doctrine and study of law. “Having welcomed us is a great achievement for the International Academy of Customs Law,” said Rohde Ponce in response to a question from Customs News.

Germany is important because it is an “incubator” of legal knowledge. All European universities will be there with their high-quality works. “Certainly, the diffusion permeated to European and Asian universities. For the Academy, this is fulfilling its institutional objective,” said the president of the association founded on June 6, 2007.

The International Academy of Customs Law was established as an association whose global membership is composed of leading jurists who have published books and academic articles in the field of Customs Law in the public and private sectors as well as in the academic community. It also organizes meetings to address and discuss such issues. This mission has never been more important than now.

The organizers of the meeting emphasize that events around the world are urging both the public and private sectors to "re-discuss the issues."

World trade has grown steadily to enormous proportions, creating global value chains that have distributed global production across all countries in the world. This means, on the one hand, that customs have reconfigured their purpose. Customs and those involved in them are increasingly required to implement their efficiency and competitiveness in order to bring prosperity and employment to countries. On the other hand, very negative factors have emerged: organized crime, terrorists, the war in Ukraine, the Covid-19 pandemic – in other words, major global shocks. This is putting the resilience of the customs model that everyone follows to the test. 

With this in mind, Rohde Ponce argues that “legal scholars are developing models to deal with these major “global shocks”. The European Union is commissioning a new code where it will create the European customs. In addition, the expert said that “carbon taxes are being proposed to contribute to the environment, taxes are being created aimed at gender equality, ecology, consumer protection, that is, the major issue comes together at the entry and exit points of countries and the authority that exercises this: customs and the law that regulates the customs officer’s activity.” 

Against this backdrop, this year's meeting of the International Academy of Customs Law will focus on five topics that will be addressed in the panels: "Current World Events", "New National and Regional Legislation", "New Criteria on Key Customs Issues", "Customs Harmonization and Economic Integration" and "Doctrine and Bibliography".

The three-day event, which will include simultaneous translation into Spanish and English during the conferences, will provide Customs Law specialists with the necessary opportunity to address current complexity and contribute to building the future.
