In the last two years, the General Directorate of Customs has established new reference values for 20 export product complexesWith this tool, the agency dependent on AFIP strengthens its capacity to supervise foreign trade and prevents under-invoicing maneuvers in foreign sales.
Beef, powdered milk, lemons and shrimp are some of the goods to which the DGA decided to apply this instrument to avoid abusive maneuvers that result in tax evasion and affect the entry of foreign currency into the exchange market.
“Reference values are fundamental tools for identifying and dismantling abusive maneuvers in foreign trade. They are not isolated measures, but rather part of our government's comprehensive approach to problems affecting industry, employment and prices.”, said the head of the DGA, Silvia Traverso.
In December 2015, there were more than 20 specific products with reference values, but the previous government carried out a gradual dismantling of the tool until, in November 2017, it repealed the regulations that allowed the establishment of reference values.

For product complexes for which the Customs has set reference values, Lead exports were added.
Reference values provide an initial check on declarations to safeguard tax interests and allow for the detection of deviations from the usual values for identical or similar goods.
La General Resolution No. 5127/2021 sets reference values for lead in its different forms: refined, electrolytic and ingots, among others. It will apply to shipments to Canada, the United States, Bolivia, Brazil, Colombia, Chile, Paraguay, Peru, Uruguay, Venezuela, Barbados, Costa Rica, Cuba, the Dominican Republic, Ecuador, El Salvador, Jamaica and Mexico.
With this new merchandise, there are now 20 that have been given a reference value throughout 2021. The remaining 19 were set on product complexes such as lemon essential oil, blanched peanuts, dried plums, limes and lemons, prawns, squid, hides and skins, pears, apples, garlic, pork, pear tomatoes, concentrated must, blueberries, milk powder, onions, potatoes, raisins, sea bass and beef.
The reference values for export are combined with the criterion values that offer a tool to control abuses in imports.. The work of the DGA allowed this tool to be revived and to establish criteria for toys such as metal, plastic and table cars, as well as for headphones, fabrics, artificial teeth, tuning machines for musical instruments, and radiators for central heating, while also complementing the existing ones for polyester textiles.AFIP statement)
