Uruguay presented the bases of the National Border Plan

The Ministry of Foreign Affairs presented this Monday at the headquarters of the Chancellery the bases of the National Plan of Border within the framework of the Strategic Plan for Foreign Policy for the five-year period 2020-2025. It aims to improve the institutional presence with a single system of collaboration, empowering departmental governments and to organize the migration and refugee system.

The event was chaired by the Minister of Foreign Affairs, Francisco Bustillo. The Director General for Border, Demarcation and Maritime Affairs, Federico Perazza, participated; the Resident Coordinator of the United Nations, Pablo Ruiz Hiebra, and the representative of Uruguay of the United Nations Population Fund, Fernando Filgueira.

Bustillo expressed, in a presidential communication, that border issues are based on three plans: bilateral, regional and multilateral, and assured that this plan transforms the national border policy.

The future ambassador of Uruguay in Sweden Federico Perazza, said that the plan consists of 28 objectives with 84 actions which will enable us to meet the United Nations 2030 Development Goals to reduce inequality between countries.

Also prioritizes integration with Argentina and Brazil. It seeks to build a public policy on the border that is valued as a State policy, and that generates a sole coordination with the actors based in the border departments.

Perazza stressed that it also improves the institutional presence in the territory, strengthens departmental governments, seeks to make migration on the dry border with Brazil more orderly and in line with human rights, and exposes the fundamental role of Uruguay regarding the issue related to refugees.

"The response must be articulated and coordinated within the State and interacting with departmental governments, international organizations and the Legislative Branch, in order to make a qualitative leap in the response to border issues," he explained.

He also outlined other objectives, such as creating observatories for health, competitive and educational issues; Improve statistical records; analyze housing and sanitation conditions; reduce informal employment; form binational cooperatives; innovate with respect to shopping tourism driven by duty free shops, work on technological aspects, energy, and military and police custody.

Among other aspects, it also includes monitoring of the fulfillment of actions and objectives through the Integrated Strategic Management System platform, provided by the Electronic Government Agency (Agesic), and encourages greater coordination between the agencies involved.(Communication from the Presidency)
