Facilitation advantage for operators of the Domiciliary Customs Regime with OEA-Security Certification

The General Directorate of Customs has announced the implementation of important benefits for operators of the Domiciliary Customs Regime that have the OEA-Security category. According to the General Resolution 5579/2024, published this Thursday (03.10.2024) in the Official Gazette, said operators may reduce the total amount of performance guarantees by 50%, a measure that seeks to streamline foreign trade and facilitate customs operations.

This benefit applies both to operators who already have the current OEA-Security category, as well as to those who obtain it in the future., as long as they maintain this classificationThe regulation aims to optimize foreign trade operations and guarantee security in the international logistics chain.

To this end, the rule recalls that the Home Customs Regime, established by the General Resolution No. 596 and its amendments, allows companies to clear goods directly in their establishments or bonded warehouses, meeting certain requirements. The performance guarantees that support these operations are calculated based on the company's assets, the volume of import and export operations in the last fiscal year, and the taxes paid or guaranteed, in addition to the incentives received for exports.

And he points out that this new benefit for operators with the OEA-Security category "is aligned with the SAFE Regulatory Framework of the World Customs Organization (OMA), which aims to secure and facilitate global trade. To this end, the "Authorized Economic Operator" (OEA) program, implemented by the Federal Public Revenue Administration (AFIP) through the General Resolution No. 5.107, provides significant advantages to those operators who comply with its strict requirements, promoting security and efficiency in their customs operations.

With this advantage of facilitation and immediate application, the General Directorate of Customs reiterates its commitment to the modernization and simplification of customs processes. At the same time, it reinforces the security of international trade and encourages the business community to join the Authorized Economic Operator program. It is important to highlight that entry and maintenance in this program are free and voluntary, without the need for intermediaries for categorization.
