Uruguay and Guatemala sign a Memorandum of Understanding to optimize controls and streamline trade

Authorities from the National Customs Directorate of Uruguay (DNA) and the Superintendency of Tax Administration of Guatemala (SAT) signed a Memorandum of Understanding this Wednesday (10/15/2025) with the aim of strengthening customs cooperation, promoting technical assistance, encouraging the exchange of information, and consolidating capacities between both administrations.

According to a statement from DNA, the agreement was signed by the National Director of Customs of Uruguay, Joaquín Serra, as well as the Superintendent of the SAT, Werner Florencio Ovalle Ramírez, and comes into effect immediately, with an initial duration of four years, extendable by mutual agreement.

The document represents an important step forward in optimizing connectivity, improving customs controls, and facilitating trade and other activities related to the sector. Among the main commitments established are highlighted:

  • Establish and maintain agile and secure communication channels for the rapid exchange of information.
  • Share experiences in the use and testing of new customs equipment.
  • Exchange information on procedures, merchandise declarations, use of technology, and technical assistance projects, following international best practices.
  • Analyze the possibility of exchanging data from equipment used in non-intrusive inspections.
  • Train specialists and promote joint training activities, according to the capabilities of each institution.
  • Promote and implement training, scientific, academic, and technical activities, including the dissemination of the results obtained.

The agreement also includes a specific chapter on Capacity Building, aimed at organizing series, courses, conferences, roundtables, workshops, and forums of common interest, consolidating technical cooperation and the professional development of the teams from both customs offices.

With this signing, Uruguay and Guatemala reaffirm their commitment to the modernization of customs management, transparency, and efficiency, strengthening the facilitation of international trade and regional integration.
