Uruguay: Customs held event on OAS Mutual Recognition Agreements

The customs administration of Uruguay organized the event called “OAS Mutual Recognition Agreements: Granting of reciprocal benefits and Implementation of General Resolution No. 29/2021 of the National Customs Directorate”, on December 2.

The event aimed to update the status and implementation of the signed Mutual Recognition Agreements and to report on the negotiation of those agreements in progress with the customs of other countries.

On this occasion, the scope of General Resolution No. 29/2021 of the National Customs Directorate was explained to the participants, referring to the Identification of Foreign Authorized Economic Operators in the Digital DUA of import and the manifests of land, sea and air cargo, which will contribute to the effective implementation of the signed Mutual Recognition Agreements.

Representatives of the Certified Economic Operators (OEC) and Customs Brokers companies were present, as well as the Manager of Customs Planning and Development, Álvaro Palmigiani, and the Director of the OEC Department, Quality Management and Certifications, Mayra Pérez.

It is worth mentioning that The National Customs Directorate of Uruguay has signed the Mutual Recognition Agreements on Authorized Economic Operators (AEO) bilaterally with the customs administrations of Brazil, Korea, Bolivia, Peru, Argentina, China, Colombia, and with the Customs of MERCOSUR.

“These Agreements determine that the programs are compatible with the framework of standards to secure and facilitate global trade (SAFE) of the World Customs Organization. This task is carried out in order to strengthen cooperation and the facilitation of foreign trade operations for companies that acquire AEO status in these countries,” clarified the Uruguayan customs office.

In this regard, the administration emphasized that “for the purposes of its effective implementation, the identification of foreign AEO companies is essential for the subsequent granting of the agreed benefits.” It also indicated that “the quality of AEO is included as one of the variables of the customs risk management systems to identify and facilitate the foreign trade operations of companies authorized and/or certified as AEO by the customs with which the respective Mutual Recognition Agreements have been signed.” (Press release from the DNA of Uruguay)
