The Regional Vice Presidency of the WCO announced on Monday (12,12.2022) the launch of the “External User Manual for the application of the benefits of the Mutual Recognition Arrangement of the Authorized Economic Operator Programs of the Americas".
The customs authorities stated that “This Mutual Recognition Arrangement (MRA) of the Authorized Economic Operator (AEO) Programs, signed by 11 customs in the region, will allow for a secure logistics chain. It will also enable the benefits to be applied to all OEA companies, thus taking another step towards its successful implementation.”
The initiative is part of the activities planned for the implementation of the ARM on AEO, an instrument signed last May in Sao Paulo (Brazil) by 11 customs authorities of the Americas and the Caribbean. Thus, the virtual event was chaired by Martha Garamendi, Deputy National Superintendent of SUNAT Customs, in her capacity as Regional Vice President of the WCO.
Purpose
The launch aims to “Strengthening public-private cooperation, making available to the actors in the logistics chain certified as AEO by the Customs that signed the ARM, a tool to learn the methodology that will be used to register the TIN code data, which will identify them and thus they will be able to obtain the benefits agreed upon in the ARM of the Americas," according to official information.
The event also included the participation of Customs Directors of the region, the Head of Programs of the Global Alliance for Trade Facilitation, the President of the Regional Group of the Private Sector of the Americas and the Caribbean, the Heads of the OAS and OAS Departments, more than 700 OEA companies.
It is important to remember that the Mutual Recognition of the OAS Programs of the Americas and the Caribbean includes the Customs of Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Guatemala, Paraguay, Peru, the Dominican Republic and Uruguay.
Origin
According to data from the Regional Vice-Presidency of the OMA, the origin of the initiative of the 11 members dates back to the year 2018 with the signing of the Sao Paulo Declaration. This was followed by the signing of the Action Plan in 2019, which concluded successfully with the signing of the MRA of the AEO Programs of the region from a perspective of integration and strengthening of the security of the supply chain, the competitiveness of operators and the facilitation of intraregional trade.

The WCO stated that «each customs administration will make the Manual available to the public on its websites.
