Customs agreement between China and Uruguay is in force

The agreement on mutual assistance in customs matters signed by the Governments of Uruguay and China comes into force today, with the aim of preventing illegal activities and guaranteeing the security of the international trade chain between both nations.

According to the communication from the Uruguayan Ministry of Foreign Affairs, this agreement comes into force for both countries this Friday (30.09.2017). It is the document, Signed on October 18, 2016 during the visit of President Tabaré Vázquez to China and approved by Law No. 19.521.

El agreement is aligned with the rRecommendations of the World Customs Organization, with provisions that contemplate the exchange of information and mutual assistance for the correct application of the customs legislation of both parties as well as for the prevention, investigation and repression of customs offenses and the facilitation of bilateral trade.

It also establishes the form and content of requests for mutual assistance, which may be spontaneous. The provisions on the exchange of information safeguard the confidentiality of the information and the provisions of national legislation on the protection of personal data.

On the other hand, the agreement provides for the cooperation between customs from both countries to contribute to the modernization of its structures and working methods, exchanging information and experience on technologies applied to the clearance of goods and other matters of common interest.

The Governments expressly provided for the assistance of both Parties in the development, implementation and improvement of their Authorized Economic Operator Programs (OAS), with the aim of ensuring that both have an optimal level of compatibility that allows progress towards mutual recognition.
