Leading figures in Customs Law share their work with students at CAECE University

In an auditorium at CAECE University, the authors of Volume V (arts. 860 to 1000) –Crimes and Infractions– of Commented Customs CodeDoctors Guillermo Felipe Coronel and Guillermo J. Sueldo presented their work this Tuesday (11/18/2025) and offered a talk aimed at strengthening the training of new generations.

“The volume we are presenting today is, for those of us who work in foreign trade, almost a bible,” highlighted the director of Academic Departments of UCAECE, Mag. Mariano Luna, at the opening.

The meeting focused on how to interpret the current dynamics of international trade in a country experiencing external volatility. In this context, the speakers emphasized that, in Argentina, conceptual clarity is essential for understanding regulations and acting precisely in the face of frequent changes in procedures and deadlines. A welcome development during the day was the announcement that, in March 2026, the university will inaugurate the new Postgraduate Program in Customs Management and Legal Framework, recently approved by CONEAU, which guarantees its compliance with the academic quality standards required by the national commission for university evaluation and accreditation.

The presentation was also moderated by two leading figures in Argentine foreign trade: Claudia Marinelli, a lawyer and professor specializing in international trade, and Soledad Britti, a professor and current president of the National Foreign Trade Commission. Both provided expert and educational insights that guided the discussion.

Education and evolving law

In this regard, the authors explained that the Annotated Customs Law is designed specifically for students and young professionals. Its objective is to offer a clear and sustainable tool in the face of the changes introduced by Decree 70/2023, which impacted security, trade facilitation, and the implementation of the SAFE Framework. In this process, they maintained, the Authorized Economic Operator (AEO) program and the technological modernization of Customs play a central role. 

Dr. Coronel emphasized that training is a cross-cutting need and highlighted the value of Volume V, dedicated to customs criminal law. Sueldo, for his part, noted that the work incorporated relevant case law.

Among the more specific reflections, Dr. Britti revisited a classic concept: the protected legal interest, which in customs law is embodied in the control of imports and exports, with a marked economic dimension linked to constitutional, economic criminal, and administrative law. Sueldo delved into the criminal structure of smuggling and reiterated that no special regime can be analyzed without the support of general criminal law. He also cautioned that certain criteria can become outdated, highlighting the need to review traditional approaches.

The book was also written in collaboration with young professionals Felipe and Agustín Coronel de la Torre, who participated in the writing process. The event made it clear that the teaching of customs law is undergoing a process of renewal. The combination of classical doctrine, jurisprudence, technical contributions, and contemporary perspectives allows for the training of students and professionals capable of understanding not only the law itself, but also the global context that shapes it.
