The National Superintendency of Customs and Tax Administration (SUNAT) announced this Thursday (22.04.2021/XNUMX/XNUMX) the implementation of the Smart Borders program to facilitate the cross-border flow of people, goods and means of transport through the intensive use of technology.
"This program will allow the modernization of control systems to make them less intrusive and more intelligent, following international standards, thus improving the competitiveness of our foreign trade for the benefit of the country.", SUNAT indicated.
The automated solution will be implemented over a three-year period, as specified in the XXIII Regional Conference of Directors General of Customs of the Americas and the Caribbean.
Inaugurating the Conference, the Minister of Economy of Peru, Waldo Mendoza, highlighted the beginning of the implementation of the Smart Borders program in Peruvian Customs, to improve the facilitation and security of international trade and emphasized the role of this entity in the economic recovery of the South American country.
“Customs responded quickly to the challenges generated by the pandemic and is now taking a decisive step to make foreign trade safer and more agile,” added the National Superintendent of the Peruvian customs and tax authority, Enrique Vera Castillo.
Be "Smart Borders” refers to the need for customs to develop, use and implement solutions that are “automated”. The concept follows the World Customs Organization’s principles for a modern customs: secure, measurable, automated, risk-managed and technology-driven.
According to SUNAT, the first component The program will allow for the implementation of a new control model in ports, airports and land borders, with high-energy scanners, real-time tracking of containers, use of electronic seals, advance declarations, facial recognition cameras and automated registration, reducing costs and times in imports and exports.
El second component It includes a new control and intelligence system that allows for greater transparency and online traceability of control actions.
For that, Artificial intelligence tools will be incorporated to predict new fraud patterns, massively exploiting information with a new Big Data platform.
“For Peruvian customs, the objective of the Smart Borders program is to carry out more efficient controls focused on high-risk operations, thus contributing to the facilitation of legitimate foreign trade, reducing times and costs," he said. Deputy Superintendent of Customs, Marilú Llerena.
Thus, Peru's initiative shows how customs is taking on a leading role in consolidating and expanding ongoing efforts to restructure its operational processes by incorporating new technologies and working "smartly" to achieve an interconnected value chain that fosters inclusive economic growth.

- Panama was chosen to form the Policy Committee; Antigua and Barbuda, Canada and Honduras to form the Finance Committee; and Peru to form the Audit Committee of the WCO.
