Paraguay invites shipping agents to become Authorized Economic Operators

Paraguay has incorporated customs brokers as subjects liable to be certified as authorized economic operators (AEO) before the National Customs Directorate (DNA).

Through resolution 146/2020, the organism puts into effect the OAS Program – Authorized Economic Operator, in force since February 17, invites Clearing Agents to join the Select Group of Trade Operators, who voluntarily decide to form part of the strategic alliance between customs and the private sector based on trust and transparency.

What is an Authorized Economic Operator?

The Authorized Economic Operator (AEO) is a reliable and secure economic operator, whose accreditation and certification is granted by a customs administration after an audit process of its organization, processes, administration and financial statements, and compliance with a series of security standards.

Origin of the authorised economic operator

The concept of authorized economic operator has its origin in the regulatory framework of the World Customs Organization (WCO) to ensure and facilitate global trade.

The objective of the regulatory framework is to establish international standards for:

  • Ensuring security in the logistics chain.
  • Increase the predictability of foreign trade operations.
  • Facilitate the integrated management of logistics chains for all modes of transport. 
  • Strengthen cooperation between customs administrations and other agencies in their fight against fraud. 
  • Facilitate legitimate trade through secure supply chains and partnerships between customs and the private sector.

The customs-private sector pillar of the regulatory framework provides for the creation of AEO programs in customs administrations. The AEO program encourages the strengthening of the relationship between customs and the private operator in order to secure and facilitate the logistics chain.

With this initiative, Paraguay joins the many countries that have authorized economic operator programs: the 27 countries of the European Union (OAS), the United States (C-TPAT), Canada (PIP), China, Japan, New Zealand, the Republic of Korea and Singapore. And in Latin America, Argentina, Brazil, Chile, Uruguay, among several countries, are already developing this type of program.
