Honduras launches Authorized Economic Operator program

The Honduran Customs will launch the Authorized Economic Operator (AEO) program as part of the measures implemented to facilitate foreign trade operations.

The Deputy Executive Director of the Honduran Customs Administration, Doris Alicia Madrid, highlighted this Wednesday (21.10.2020/XNUMX/XNUMX) "the hard work of Customs during this year to achieve the iImplementation of the Authorized Economic Operator program planned for the month of November".

The announcement was made at the opening of the Competitive Breakfast “Supply Chain Security Management System”, carried out virtually with the support of the international company Intedya.

“This figure of the Authorized Economic Operator is essential to guarantee safe trade in an environment of growth in international trade transactions. For this reason, we are betting that, with the validity of the OAS program will contribute to improving the country's competitiveness and promoting the creation of a customs-company link within a framework of trust to minimize the risk. Above all, we believe that the OAS should be a sign of confidence that protects the source of employment in the country for the economic recovery process that we have begun,” said the Deputy Executive Director.

He stressed that "the provisions that will govern the OAS figure have gone through a prior public consultation process, as established by the Trade Facilitation Agreement. This practice is carried out for the first time in the Honduran customs service. and will allow us to have a standard that meets the current needs of our country and is agreed upon by the main parties interested in obtaining said authorization.”

“As part of the dialogue processes We have managed to establish cooperative strategic alliances with the private sector such as Intedya, whom we thank for the trust and interest shown in holding the competitive breakfast to strengthen the knowledge of the OEA and its relationship with the ISO 28.001 safety standard," he said.

Subsequently, the Director for Intedya In Honduras, Otto Pineda, referred to the international auditing and training company for the management systems sector, which provides services in the areas of quality and food safety, health and sustainability, for best practices in the supply chain.

Pineda also pointed out that the AEO certification is included in the International Standards of Protection and Security recommended by the World Customs Organization.

“The Authorized Economic Operator is a recommendation established in the SAFE Framework of the World Customs Organization, and a requirement established in the Trade Facilitation Agreement. Its implementation grants benefits to companies that operate in foreign trade and places them on par with the demands of the international market, generating reliability and recognition as a safe partner in other countries,” said the trainer of the OEA program of the Honduras Virtual Customs School, Martha Zamora Muñoz.

Finally, ISO consultant and trainer Arturo Michelena indicated that the ISO 28.001 standard is designed to obtain accreditation as an AEO company.

In this regard, the trainer in international standards explained that  Supply chain security management has become a challenge for everyone those who participate in these activities. Therefore, addressing operational and customs processes with a focus on security has become an important point for companies.

In addition, to ensure the integrity of supply chains, he explained that the World Customs Organization has created multilateral agreements, which are designed so that the components of the international supply chain standardize practices and procedures in favor of the security of cargo and goods. And ISO 28001 seeks to adjust the application of these practices.

“Therefore, it is necessary to identify potential threats and assess risks. This allows for the implementation of measures to jointly address operational advantage and customs procedures that may affect the success of your business,” he concluded.
