The 10th OAS International Seminar in Brazil highlights the potential of partnership with the private sector to boost regional trade

The 13.04.2024th OAS International Seminar officially began on Wednesday (XNUMX/XNUMX/XNUMX) in Brazil, bringing together public actors, international organizations and companies to discuss the “OAS, Coordinated Border Management and Electronic CommerceTen years after the Brazilian OAS program, the meeting between the Federal Revenue Service and the Procomex Alliance Institute is a key pillar for improving regional competitiveness through the implementation of a customs system that strengthens control and security, preserves health and facilitates foreign trade.

El Executive Coordinator of the Procomex Institute, John E. Mein, was in charge of opening the ceremony and inviting Claudia Regina Leão do Nascimento Thomaz, Undersecretary of Customs Administration of the Federal Revenue, to begin the meeting.

In his speech, Claudia Regina He stressed that the energy between public bodies and the private sector is very important for people to move forward with concrete actions so that the OAS figure is a success. 

“The Federal Revenue Service is also a pioneer in the Remessa Conforme Program, which will bring the necessary logistical security to the OAS Program, as well as concrete benefits to the private sector related to the deferral of payment of taxes subject to import,” he added. 

Marcia Meng, Regional Superintendent 8 Fiscal Region SP, said the foreign trade directorate. “Brazil is a very unequal country and the State of São Paulo concentrates the logistics teams (airport and ports); in this sense, the Federal Revenue Service has to be a facilitator,” said the official. “There is a change in culture in the Federal Revenue Service that will allow the reorientation to stop being a punitive agency.”

Tatiana Lacerda Prazeres, Secretary of Foreign Trade, referred to the debureaucratization and close work with the Federal Revenue Service through the Single Foreign Trade Portal, with processes, systems and standards. She thus gave three messages referring to various tools: the Flex License (a Brazilian mechanism that replaces a variety of documents necessary to operate in foreign trade); also the Integrated OEA that allows certifying participants in the logistics chain that represent a low level of risk in their foreign trade operations, in relation to the controls exercised by the organs or entities of the Public Administration, who demonstrate interest in joining the program. In this regard, the Secretary called for improving the Integrated OEA and SECEX. Finally, she declared that the Single Foreign Trade Portal already has the capacity to cover 100% of foreign trade operations. For this reason, she invited the private sector to be trained for this purpose. 

Danitza Passamai Rojas Buvinich, Director of the National Health Surveillance Agency (ANVISA), said that Brazil has the characteristic of being an importer and exporter of agricultural products, so the theme of the event is relevant to consider the importance of health risk and the responsibility of sharing food security with the private sector. 

MeanwhileLucas Ferraz, Secretary of International Business of the Government of São Paulo, said that 50% of the export declarations of the State of SP are made by OEA. In view of this, he stressed the importance of the OEA Program being federal. He announced the intention to launch a São Paulo OEA and give more benefits to companies that use the OEA.

While Alison Trepel, Executive Secretary of the Cybersecurity Program of the Inter-American Committee against Terrorism of the Organization of American States (OAS) He expressed the task of the OAS to support the 33 Member States in developing cybersecurity capabilities at the technical and public policy levels. He emphasized the importance of improving information exchange, cooperation and coordination between the public and private sectors in cybersecurity.

José Raúl Perales, Deputy Director of the Global Alliance for Trade Facilitation, highlighted the partnership with Brazil, as well as its commitment to modernizing customs procedures. The representative of this public-private partnership for trade-driven growth expressed support for the governments of the countries in developing Mutual Recognition Agreements

For its part, Ernani Checcucci, Senior Specialist at the World Bank, referred to trade facilitation as a “critical work agenda” of the institution to improve trade operations and help ensure sustainable growth. “International trade continues to grow in association with services and other issues.” “Hand in hand with this transformation, Brazil has positioned itself in the last ten of the OAS Program,” he concluded.

At the same time, Fabio Baracat, Founder and CEO of Sinerlog, referred to the “Remessa Conforme” program, aimed at e-commerce platforms seeking greater predictability, compliance with standards and agility in cross-border processes. According to the CEO, the Federal Revenue Service has shifted toward a culture of compliance to help promote fair competition between national retailers and foreign e-commerce.

Atilio Rulli, Vice President of Public Relations for Latin America and the Caribbean at Huawei, agreed that the public-private discussion is to benefit the development of the country and the region.

Finally,  Eduardo Vitor, Vice President of Products for the Global Trade Segment at Thomson Reuters, highlighted the importance of using information technology to seek efficiency and compliance.

The OAS International Seminar is an annual event that takes stock of Brazil's progress towards modernization and promotes collaboration and partnerships to improve foreign trade in the region.
