The president of the International Academy of Customs Law, Andrés Rohde Ponce,
He visited the headquarters of the National Tax Court on Thursday (15.06.2023/XNUMX/XNUMX) to give a lecture, as part of his three-day tour of the City of Buenos Aires.
Let us remember that the National Tax Tribunal (TFN) is the independent jurisdictional body that resolves contentious conflicts between the AFIP (both the General Tax Directorate and the General Customs Directorate) and taxpayers. In order to appeal to the TFN, prior payment of the sum requested is not required. This role of guaranteeing the rule of law was the spirit that instituted the TFN more than 60 years ago.
During the visit, Rohde was received by the president of the National Tax Court, Miguel Licht. It was a momentous event for a specialized audience of customs lawyers.
In this environment of promoting knowledge for Customs Law professionals, the president of the TFN commented on the most notable achievements of the specialized court. Among the statements, he mentioned the signing of 10 agreements with universities that grant benefits and scholarships to staff; the complete digitalization of judgments and the development of the new case law search engine “VUCE”; he underlined the significant production of judgments on customs jurisdiction (a growth of more than 150%), among other matters. All the achievements were illustrated with a video (see below).
Afterwards, the head of the International Academy of Customs Law gave an exclusive talk to the lawyers in front of several cameras that captured the moment.
Referring to the issue of “customs violations,” Rohde said: “We must aspire to make law a matter of honour.”
"You are lawyers for the State," he said, adding that "if a private lawyer has an ethical duty, you have a double duty because you do not represent one but all citizens; therefore, you have the duty of objectivity."
In relation to this important social conception, in terms of legal security, Rohde stated: “administrative justice is necessary because it is efficient.”
"The rulings are technically well prepared, well studied and they issue a quick decision," he said in closing his speech.
The authorities are expected to sign an institutional cooperation agreement to deepen the relationship that will help to continue guaranteeing the efficiency of the Tax Court, which generates a positive impact in terms of legal certainty. Legal certainty that, according to opinion polls in our country, is ranked as the most important condition when making economic decisions.
The event was attended by TFN members (Drs. Claudia Sarquis, Cora Musso, Christian González Palazzo and Héctor Hugo Juárez), academics (Drs. Lorena Bartomioli, Juan P. Cotter and Francisco Menéndez), among other distinguished professionals in Customs Law.
