The national government has decided to set an export duty for certain mining tariff items of 8%, through the Decree 785 / 2020.
The regulations, published this Friday (02.10.2020) in the Official Gazette, states in article 1: “An export duty of eight percent (31%) is established until December 2021, 8. the export of goods included in the tariff items of the Common Nomenclature of Mercosur (NCM), in accordance with the details contained in the Annex that forms an integral part of this measure."
The merchandise is as follows:
2703.00.00 – Peat (including peat used for animal bedding), whether or not agglomerated.
2714.90.00 – Other, natural bitumens and asphalts; asphaltites and asphaltic rocks.
6801.00.00 – Paving stones, curbstones and paving slabs, of natural stone (excluding slate).
6802.10.00 – Tiles, cubes, dice and similar articles, whether or not of rectangular (other than square) shape, the largest of which is capable of being inscribed within a square with a side of less than 7 cm; granules, chips (fragments) and powder, artificially coloured.
6802.21.00 – Marble, travertine and alabaster.
6802.23.00 – Granite.
6802.29.00 – Other monumental or building stone and articles thereof, simply cut or sawn, with a flat or smooth surface.
6802.91.00 – Other articles of marble, travertine and alabaster.
6802.93.90 – Other articles of granite.
6802.99.90 – Other articles of other stones.
6803.00.00 – Worked natural slate and articles of natural or agglomerated slate.
6806.10.00 – Slag wool, rock wool and similar mineral wools, whether or not mixed together, in mass, sheets or rolls.
6806.20.00 – Expanded vermiculite, expanded clay, slag foam and similar expanded mineral products, whether or not mixed together.
7108.12.10 – Gold alloy or gold bullion.
7108.12.90 – Gold, other unwrought forms.
The measure explains in the recitals that the rate for metal export duties, Is taken within the framework of art. 52 of Law 27.541 and it is also considered that “fiscal solvency and the development of the mining sector are complementary objectives, understanding that the investment will generate the fiscal resources that allow achieving the aforementioned solvency and, likewise, offset the existing asymmetries in the productive sector in question”. Thus, the Government proceeds to set the export duties of the sector with a rate of 8% in reference to the tariff items of the Common Nomenclature of Mercosur and which are detailed in the annex of the Decree and valid until December 31, 2021.
The measure, signed by President Alberto Fernández; the Chief of Cabinet of Ministers Santiago Cafiero and the Ministers of Productive Development Matías Kulfas and of Economy Martín Guzmán, comes into force effective immediately.
