The Government sets tariffs for the import of aluminum tubes from China and Brazil

The Government set tariffs for the import of aluminum tubes from China and Brazil, through the Resolution 596 / 2020 of the Ministry of Productive Development.

The rule, published this Friday (06.11.2020) in the Official Gazette, orders the closure of the investigation that will be carried out based on the request of the firm Aluminium Manufacturers Express (AMEX), for export operations to Argentina of non-alloy aluminum tubes or aluminum alloys of Series 3xxx or 6xxx according to IRAM Standard 681, unshaped, with an external diameter less than or equal to 130 millimeters, even if presented in rolls, originating in Brazil and China.

Besides, andIt establishes a definitive ad valorem duty on the entry of these products originating in China, calculated on the FOB export values, of 75,52%; and for those originating in Brazil, a tariff of 16,46%.

The resolution states that the National Commission for Foreign Trade observed that "from the calculation of the damage margins for the investigated imports with dumping, they are higher than the dumping margin calculated by this Commission, which constitutes, according to the Antidumping Agreement, the maximum of the measure to be applied."

The agency points out in the rule that "the quantities of aluminum tubes imported from China and Brazil, under the price conditions at which they were imported and sold, in a context of falling apparent consumption during most of the period, generated unfavorable competitive conditions for the national product compared to the imported product."

Furthermore, it states that these disadvantages "caused a deterioration in the volume indicators of the national production branch as well as being a source of containment of national prices, which is particularly evident in the fact that the national producer, in order to recover market share, had to give up profitability to levels below one, thus evidencing significant damage to the national aluminum tube production branch."
