This launch is a rare event in the field of customs law: the free and open access release of a large-scale specialized work.

Eleven years after the successful first edition, which registered thousands of downloads throughout the region, Dr. Héctor Hugo Juárez Allende, judge of the National Tax Court and specialist in customs law, presents the second edition (2026) of his work MERCOSUR Customs Legislation: Compilation and organization of relevant customs regulations issued within the MERCOSUR framework.

Authority in customs law

Dr. Hector Juarez Allende

El Dr. Héctor Hugo Juárez Allende He has a pioneering track record in regional integration and customs law. He was a member of MERCOSUR Technical Committee No. 2 (Subcommittee on Customs Legislation) between 2007 and 2018 and was part of the Drafting Group for the bloc's Customs Code. As mentioned, he is currently a judge of the National Tax Court (Argentina) and a professor at both the undergraduate and graduate levels at various universities in Latin America.
