The Closing Ceremony of the “Customs Valuation” course for the Americas and the Caribbean region was held on Tuesday, September 3, 2024. This event, held remotely, marked the closing of a significant training stage that brought together 24 officials from 12 customs administrations in the region, according to the Regional Office for Capacity Building for the Americas and the Caribbean (ORFC), based in Uruguay.

The ceremony was attended by leading authorities in the customs field, such as Ms. Nadia Guillén, Regional Development Manager for the Americas and the Caribbean of the WCO Capacity Building Directorate; Mr. Walter Cárdenas, National Superintendent of Customs Development and Innovation of SUNAT and Regional Vice President of the WCO for the Americas and the Caribbean; and Ms. Inés Cabrera, Director of the ORFC.

During the event, the authorities highlighted the importance of this course for strengthening capacities in the region. Cr. Guzmán Mañes, representative of the teaching team, presented the achievements and experiences acquired throughout the course, highlighting the commitment of the participants to their training.

Participants also had the opportunity to express their gratitude. Thus, Ms. Tamara Parapugna, from Argentina; Mr. Douglas Pacheco, from El Salvador; and Mr. Javier Caballero, from Peru, highlighted the dedication and contributions of the teaching staff, as well as the relevance of the course for the development of their respective customs administrations.

The course, which lasted 9 weeks plus 2 weeks of recovery, was designed to provide participants with in-depth knowledge of customs valuation, an essential skill for international trade and effective customs management.

New challenge: Advanced Customs Valuation Course

The event was also the stage for announcing the start of the Advanced Course on “Customs Valuation”, which will begin this Wednesday (04.09.2024). This new programme, which will run for 2 and a half weeks, represents a greater challenge for participants, with a more demanding methodology and a focus on the analysis of real cases dealt with by the Technical Committee on Customs Valuation (CTVA).

Cr. Guzmán Mañes presented the details of the advanced course, highlighting the importance of dedication and the additional effort it will require. The course will bring together 17 officials from 10 customs administrations, who will work on identifying and discussing practical solutions for complex situations in the customs field.

With the completion of the initial course and the launch of the advanced course, the ORFC reaffirms its commitment to developing customs capacities in the region, a crucial effort to promote safe and efficient trade in the Americas and the Caribbean.

In this regard, it is important to remember that the ORFC acts as a bridge between the WCO headquarters in Brussels and the customs administrations of the region. It implements the WCO policies and guidelines at the regional level, ensuring that the countries of the Americas and the Caribbean are aligned with international regulations and standards.
