Brazil: Secretary highlights concrete progress in tax simplification agenda

The special secretary of the Federal Revenue of Brazil, Julio Cesar Vieira Gomes, participated this Thursday (03.11.2022) in the opening of the VIII CARF Seminar on Tax and Customs Law in Brasilia.

In his speech, Viera Gomes highlighted that the Administrative Council of Fiscal Resources (CARF) is an institution that has played an extremely important role in the macroprocess of tax credit.

For the Secretary, until the country has a tax reform, the tax authorities have been working to deepen measures that can link the institution with the broader public interests of society.

He highlighted as an example the existence of a special group established by the Federal Revenue Service to seek the most reasonable interpretations of regulatory acts in the tax field. He also mentioned the Brazilian Tax Cooperative Compliance Program. (Confia), which, in the field of internal taxes, aims to modify the relationship with the taxpayer, strengthening trust and avoiding litigation.

“Within the scope of the foreign trade taxes, we have the OAS, which has the support of 25% of companies operating in foreign trade," he said.

The secretary mentioned the recent signing, in Washington, of the Mutual Recognition Agreement between Brazil and the United States. The benefits of this measure include simplified treatment and reduced costs for importers and exporters in Brazil.

“We have already signed 14 agreements to avoid double taxation. We hope to sign an agreement this month with the United Kingdom which represents a historic change in international agreements in our tax system," he said.

The opening table of the event was composed of the Special Secretary of Federal Revenue of Brazil, fiscal auditor Julio Cesar Vieira Gomes, by the president of CARF, fiscal auditor Carlos Henrique de Oliveira, representing the National Confederation of Commerce (CNC), Sergio Henrique Sousa; by the vice president of CARF, Ana Cecília Lustosa da Cruz and by the Attorney General for Advisory and Administrative-Fiscal Litigation of the PGFN, Paulo José Leonesi Maluf.
